Use the Terrain Intersection Shader with surface replicators to control and limit the distribution on overlapping terrains.  Use other objects to create clearings and areas of exclusion

The Texture Map Filter is a Terrain Filter that can be used to control the terrain surface using a Texture Map and also to store a terrain height map externally from the main scene file in image formats.
